Посёлок Свободный является административным центром Городского округа ЗАТО Свободный, входит в состав Горнозаводского управленческого округа, но территориально большая часть находится внутри Салдинского района. История посёлка началась в 1960 году, когда началось строительство для площадок для нового рода - ракетных войск стратегического назначения. Тогда засекреченный посёлок имел название почтовый ящик "Нижний Тагил −39". Официально поселок Свободный стал так называться только в 1994 году.
